People4Parks is a grassroots organization dedicated to raising funds for Windsor area parks projects. Our Board is diverse; we are businesspeople, community leaders, attorneys and so much more. We share one common belief: we all believe that innovative, inclusive, safe, beautiful parks and play spaces make our community strong. Windsor Parks and Recreation Foundation dba People 4 Parks is a 501(c)(3) non-profit California Corporation (Tax ID # 45-2913488).
Forever Founders are wonderful local folks and businesses who supported our Foundation’s first year by contributing $100 or more to our operating fund. They continue to support our mission and events through donations and volunteer hours. We are forever grateful!

Tina Castelli-Beard is the Market Manager for the Windsor Certified Farmers Market. Her family has lived and had businesses in the Windsor area since 1968. She is married and the mother of one middle school student who attended Windsor’s Cali Calmecac Language Academy. Before becoming Market Manager she worked as an event coordinator and volunteered her time doing Marketing and Graphic Design for several local non-profit organizations, including H-Town Youth Theatre where she also serves as a Board Member. Tina is a singer and leader with an award winning womens a cappella chorus and enjoys gardening and antique/junk hunting and collecting.
Jean R. Setzer, Ph.D.
Jean and her husband, Dr. Frank I. Moore, retired and moved to Windsor four years ago from San Antonio, Texas. Her educational and professional background is in public health and strategic planning. Jean recently joined the Windsor Parks and Recreation Foundation Board because she has seen the power of community collaboration in improving citizens’ health and well being. Her other volunteer activities include the Windsor Service Alliance’s food pantry.
Karen Getz was raised and educated in the Midwest. She moved to Riverside, California in 1987 and practiced civil litigation until she became In-house Counsel for a Midwest-based national construction firm in 2003. She retired to Windsor in 2010 and enjoys being close to her two adult children working in Santa Rosa.
Stan Chapman and his wife June have lived in Windsor for eight years, and he has been a Member of our Board for two. He is a Certified Management Accountant who worked in IBM finance for 26 years and for Solectron for 11. He also supervised the Sonoma Regional Parks Accounting function for over five years, and is currently Chairman of the Board for MeriWest Credit Union.
